Sadly I think that's 'working as intended' - the updates on the Lodestone in regards to server restrictions can become literally outdated as soon as they're listed, as the restrictions are based entirely on how many players are currently logged into that server that very moment, which naturally is always changing. Hence the Lodestone information should only be really taken as a rough guide to character creation status.
