Server Restriction

So I wanna make an alt on Balmung for RP (complete newbie but wanna give it a shot) but for the past week I've had trouble discovering if/when the server restriction is lifted.
I live in the UK so I'm working in GMT time when converted to NA time roughly but so far all suggested times have come and gone with no success.
So can anyone tell me if/when Balmung opens its doors to a new adventurer?

Your best bet to really get on the server is probably before, or after maintenance, but even then its not a guaranteed thing. The only sure way to get it is to pay for a server transfer. But that's just my experience on that matter.
