The notice above (looks like it was posted just an hour ago) says the Cerberus is open to new character registration. But the game doesn't allow it.

Try shortly before or after maintanaces or at night. You cannot say when it will be open it and this only shows the state the moment they made this thread so could have been closed 5 min after again :o
For a game which requires you to pay 10 pounds per month, SE doesn't seem to care about their servers (and thus players) at all. For me it's the 90002 error (two weeks now, still happening), which lags me horribly prior to a server kick, and now my friend is unable to create a character at all. 5 hours passed and nothing has changed. Actually it has changed for the worse: only 2 EU servers out of 8 seem to work now, but not Cerberus where I am (and transfering costs).
Is it our luck or is it that Square doesn't give a damn?
It's just your luck sadly.
I think just bad luck.
We got a friend on Cerberus yesterday like 16 PM GMT+1.
Check the Creation Restriction at there release times and try it if open.
