Question regarding character transfers

Hello,

So last night, I attempted to perform a transfer for two of my characters. Both resided on Midgardsormr and I wanted to move them to Zelara.

Details

Character One: Serenity
Level 60 AST, had her since 2013.
Mailboxes cleared, reduced down to 100k per retainer (only two retainers) and 1mil gil.
Demolished private chambers, left FC, no personal housing. Transfer was fine.

Character two: Mehri
Level 20 CNJ, had her for 10 hours. Created to shuttle my remaining gil.
Clean mailbox, 100k per retainer, less than 1 mil in personal funds.
No FC, no house.
Could not transfer her.

There is nothing stated in the World Transfer conditions that you cannot move a newly created toon... but is this why I couldn't transfer her? Do I need to wait until the little leaf icon disappears from beside her name before I can move her? I went item by item on the list to ensure she met all the requirements listed, so I was pretty surprised to find out she was ineligible.

Anyone else tried to do a transfer lately that encountered this too?

Think you have to wait three days to transfer a new character.

Well, I completely missed that line!

She'll be ready to go by the time my transfer cooldown is up so that's awesome :)
