Can't place no more Dravanian down Tree's in FC Yard!!

We have 28/40 Housing items placed in outdoor of FC residence. We currently have 9 Dravanian Down Tree's in the FC yard. When I goto place it gives the message " You can not place anymore of that outdoor item." Not sure if this is bug or actually limited the amount of this item we can place :( .
