Character Transfer/World List difficulties.

I apologize for my english skills. It's not my main..

My issue is that i have made an alt to Sargatanas server few weeks ago and my intention was to transfer to Balmung after 3 days. My problem is this that when i am going to select the "Destination" world i can not find Balmung, I did try it in different times of day and night.. But then i told this to one of my friends and they told me that in their Mog Station the Balmung world is on the list of destinations. And i asked my FC too..everyone is telling me that Balmung is open for them but not for me.

It's annoying situation at best. I contacted the support via Mail but they can not seem to help me. Does anyone else has this problem? Is there a solution?

I have read the guidelist multiple times and everything is as it should be and my toon is ready for transfer.
