Windowed full screen stuttering

I'm having an issue that only occurs when playing in windowed full screen mode.

I've experienced stuttering/choppiness while playing even though my FPS is at 55 ~ 60 which should be pretty smooth. The same FPS in full screen mode is actually much smoother than windowed full screen mode.

I've also noticed that disabling the frame limiter (i.e.: setting it to "none") removes the stuttering when below 60 FPS. This is, however, not a proper fix since doing this introduces the stutter when FPS is higher than 60. (e.g.: In Gold Saucer I get 75 FPS in certain locations, at which point the stutter becomes apparent again)

I'm using a secondary monitor to browse while playing, so full screen mode is not really an option.

Is there a solution to this other than having to play in full screen mode?
