To be short and concise:
I think that keeping all your higher level skills even when synced in dungeons (and dungeons only) would be beneficial to everyone involved. Considering that their potency and effectiveness would be reduced in the respective dungeons, even as a Lv17 Warrior on Sastasha, you'd be having fun because you could use all your skills there. Whereas the way it is at the moment, you'd only be able to use less than a handful of skills.
Other MMORPGs do this, to my knowledge, RIFT and GW2, and I haven't seen balancing issues in either due to it.
Pros:
* More fun for people doing the levelling roulette.
* Faster dungeons. They're easy enough as it is, they're just overly long in my opinion.
* New players would admire the high level skills and be inspired.
* Old players wouldn't get bored or have to change their rotations because of skill sync.
* Only for dungeons, raids and trials should still be skill synced on default mode.
Cons (and how to solve them if needed):
* Could become overpowered with certain skills. - Instead of syncing the iLvl to the max of the dungeon, maybe sync the iLvl to a medium range (average between minimum and maximum).

A friend of mine pointed out this might cultivate ill will towards legitimately new players who can't pull from all their skills.
We both agreed it would be nice not having to readjust our skill bars when we get tossed into Satasha though. -

The Old Republic does this too, and it makes those earlier worlds so much easier when you come back around for whatever reason. It would be nice to see it in XIV as well, but I could see where it wouldn't be fair to newer players (PLD in particular) if you could use your full level 60 toolbox in Haukke or Sastasha.
Worse, imagine what a leveling WAR or PLD will be up against if BLMs are stacking up on enochian and SMNs are painflaring left and right... -

You cant just slap a generic "effect-50%" on everything if sync'd because they would have to go through each ability and generate tiers of effect for every level cap. How do you balance WHM using Holy in a level 4 FATE? And if you make it dungeon only, you'd have to distinguish TWO different kinds of sync--dungeon sync, and FATE sync. Too much effort for no reason. Just deal with it. -

The point of the level sync is to put people on a more level playing field so that even new players will have a chance to learn the basics of their jobs. That being said, it would be fine if it was off the DF. If you could queue dungeons as a group then that would be fine, additionally I think it should require a clear to be able to open it up as an option. All the classes are not balanced well until they are in the 50-60 range. For example, having a SMN and NIN that are top loading single target and aoe target dmg would be the most frustrating experience to a new lvl 30 PLD that has no access to shield oath.
