Is there a "request craft" option?

I wanted to get a primal weapon made and was wondering if it would be possible for me to buy all the mats and then pay someone else to do it for me.

Put it up in PF or just shout in ishgard/idleshyre. You will get some people trying to rip you off, so just put your payment amount in the PF or the shout.

The only safe way to do this is to find a crafter who also has the mats, have them make one, and trade the mats plus fee for the finished product.

Ahh okay, so there's a bit of risk involved unless they've got the completed weapon already.

I'll ask around once I get into the heavensward areas, or if I see someone offering their services. Otherwise I'll raise my alchemist and try to make it myself.
