I have been playing on the ps4 for almost a yr now. I was wondering if it possible that if I were to purchase the download for the pc would I be able to pick up my current game and character on the pc as well or do I have to start from scratch? TIA

Yup, you just need to purchase the PC version (+Heavensward) and you'll be able to play your char on both platforms. Just make sure to add the pc license to your SE account.
Character/levels yes, crossbar settings/gearset/macro, no. Mostly a problem if you want to switch between them regularly.
