It would be really cool if every week, the scores of what people caught was totaled up and winners were announced. There could be a few different categories, but there could be a score for total amount caught by type, highest score (fish could be scored) etc.
There would be an incentive for everyone to toss out a line or two each week. :)

Seriously though, as I fisherman I support this idea. Maybe offer Gatherer Materia, Expensive bait or red scripts as prizes? Wouldn't object to some Fisherman Glamours either.
For that matter, why not add a "Lumber Jack" and "Archeologist" competition for Miner and botanist while at it? Same kind of rewards as fisher's but like rare plants and minerals instead of baits.
