This just appeared on twitter. There isn't a lot of info really other than the date. Just seems to be a recap of 3.1.

Maintenance announcement for 3.15 on lodestone was up on Lodestone since almost 10 hours ago. Unexpectedly it is not on 15th...

0.xx patches are always small content additions. 0.X is what you're looking for in regards to major content patches.

Its a .05 patch. What did you expect?

Anima, some sidequests, more catch up meaning increased eso rewards from dungeons, probably weapon upgrade items and weekly lockouts removed on raids.

Do you guys know if the Anima questline can be started without havent done the Relic ARR quest?

Yes, you don't need a zeta to work on your anima weapon. Having a zeta from the previous ARR relic quests will allow you to skip the first step for anima, but that's all.

Eso weapon upgrade items (gobdip) is a possibility, depending on if SE thinks Thordan EX has been cleared enough.
Too early for a weekly lockout removal though, that won't happen until 3.2.
