I was fishing in Cassiopeia Hollow and I was unable to use any rank of the stealth ability (rank 24 fisher.) I tried unequipping the ability and changing classes, but I still couldn't use the ability. I keep getting "You cannot use that ability at this time."

Solo
Steps:
1. Equipped fishing rod to change to fisher class
2. Added Stealth II to action bar at slot 2(no recast timer appeared after equipping)
3. Pressed slot 2 button with mouse pointer, got error message "You cannot use that ability at this time." Also tried pressing 2 on keyboard and same error message.
4. Waited 30 seconds and tried again. Same message.
5. Unequipped stealth II and changed classes.
6. Switched back to fisher and re-equipped stealth 2 to slot 2(again no recast timer.)
7. Pressed slot 2 button with mouse pointer, got error message "You cannot use that ability at this time."
8. Pressed slot 2 button with mouse pointer, got error message "You cannot use that ability at this time." Also tried pressing 2 on keyboard and same error message.
9. Left Casseopeia Hollow and went to Cedarwood area and was able to use stealth.
