if i collect a item and its lower then the requirement to turn in can i reduce it?

You cant aetherial reduce but you can "Lower Quality" and it'll be a regular item.

Which I think is total crap considering a below value collectible is worthless and the scripts are by far more valuable than the reduction items. (As far as I've seen anyway, but I only have Fisherman at 60 so far)

IDK how FSH goes but if it's the same as BTN/MNR then some of the items do have a use. Adamantite & Aurum Regis Ores and Chysahl Greens can all be crafted, but yes the majority of the BTN/MNR red collectibles have no value if under the needed rating.

Well for instance if I mess up an Adamantite, I can just turn around and sell the normal item, it'll get me money.

ACtally let me tell you something I didn't know till a week ago...
apparently a lot of those ingredients (the legendary nodes for red scrips) are used in making mats for making thing like... the ilvl 170 Crafting gear.
Let me tell you the killing I've made off HQ legendary materials.

Pretty much, which is easier since they reworked the desynth system, (which I am eternally grateful for, because it was going to take me weeks of grinding or a lot of gil to finally bridge that gap to be able to desynth HW fish). Some of the script fish sell on the market for a decent price, so I imagine that some of them have a crafting use. As is right now though, most of the high level fish are worthless beyond being fodder for desynthing, whether they're types of fish that can be turned in for scripts or not. If you collect a fish that isn't good enough to turn in, and isn't worth much on the MB, then desynth it or if all else fails, sell it to NPC vendors.....

All but the green tier fish and a few of the lvl 60 and Star Class fish are almost entirely worthless.

I've used Aetherial Reduction on a few fish for lulz but water crystals and seafoam Aetherial Sand is all I usually get.
