FC Promotions/Demotions

Please restructure the promotion/demotion system in a Free Company.

Currently, a low rank with this ability can promote anyone to a top-level rank. Also, they can demote a top-level rank, even above themselves, to the lowest rank.

Players should not be allowed to promote or demote anyone at a rank higher than themselves. Please fix this. Thank you!

FC Promotions and Demotions are permissions granted by the master rank of the FC, it's nothing to do with SE and they won't intervene anyways.
