Character transfer to different service account!

Ok, so i was reading that character restoration when deleted is offered once by square IF the character information is still in their data base.
I've been playing since ARR started running and only have one character which i pretty much had maxed out prior HW expansion, after starting playing in ps3 then changed to windows Steam version and then took a long break, recently a bargain offer from a retail store was selling ARR-HW bundle for 20$ so i bought it in the spot, :p what i want to know is :confused: if my character info could be saved before i delete the steam version; and then linked to the new retail version (as a character restoration) so i can pick up where i left, as the retail copy is not compatible with the steam version or so it seems.:(

Sorry, but characters can't be transferred from one service account to another.
