Disable vote abandon when the party is not full

PSA: If you leave a party during a Duty when it is not full, you incur no penalty for abandoning the group.

That said, there is 0 reason to have Vote Abandon available when the party is not full, and having it inadvertently griefs players who don't want to leave. If you have two people who are too impatient to, say, wait for another tank to happen and one who doesn't want to sit in another 20 minute queue again, the two people who want to leave--because they don't understand how the system works--will attempt to Vote Abandon, they'll both say yes, and the person who doesn't want to leave gets forced out for no reason.

Please address this. Players shouldn't be able to waste your time in such a senseless and flagrant fashion.

If you have 3 people, and 2 want to leave, you're essentially going to wait longer than you would requeueing anyway since all 3 replacement party members would have to queue in progress.

Vote Abandon is the better way. Mostly you get a healer and he drops, cause no tank and vise versa.
And there is another reason who speaks for Vote Abandon:
It seems if all people just leaves a duty, the duty is still on the server for a couple of time, so if you join in progress, you can get into a empty duty.
So it seems like the vote abandon would close the duty, so no one can join it in progress.

Correct me if i'm wrong, but i got to much empty duties in the last months and i wonder how a empty duty can exist.

You can't just hold people hostage in an instance and force them to do it. If a party is falling apart there is probably a reason for it and sometimes it's better to cut your losses and start over with a fresh group. Trying to force people to stay counts as griefing the DF is not just a people dispenser to get bodies to do whatever you want.
