Ties That Bind Bug?

I'm not sure if this is an actual bug, or... if I'm doing something wrong but me and my partner were getting underway with this quest finally, both wearing the platinum bracelets we have, we were in a party together and everything. My partner somehow managed to start the quest after speaking with Claribel, but after I did so and viewed the cutscene of her giving me the information about where we were going to start and go with the ceremony, I realized I wasn't actually carrying a quest for 'The Ties That Bind'. I've tried to speak with Claribel and the Ceremony Outfitter, but neither say anything to me other than informational garble about the ceremony itself whereas my partner has managed to carry on with the quest, gathering the rings and speaking with the guildmaster at the goldsmiths guild. They've stopped there though after realizing I was having problems.
