Constant Disconnect and general lag

I recently got into Final Fantasy XIV and am playing (From the US) on the Japanese Tonberry server. I've played many games and don't really have a problem until I come here. It seems there are a lot of lag spikes where I can't move for 5-10+ seconds, both in and outside of battle. Sometimes it acts just fine and others it will get me killed. Aside from that, I can't even move when I log on right now but I'm right next to the story quest NPC I need to talk to but it keeps disconnecting me every time I talk to it. Is there a way I can solve these problems? The error I'm getting from this disconnect is 90002 I believe.
