PvP leves
Make a blackmarked area where you can spend leves to queue as any GC, that is, as wildcard GC (or GC in need). When you accept the leve you must complete 1 match for given mode you chose. Reward npc gives you seals as reward.
Slaughter/Secure leves gives Allied and Centurio (newest type) seals.
All leves should reward the appropriate type seals + the newest type introduced. If a new type seal is introduced, Slaughter/Secure rewards Allied + new type; Seize rewards Centurio + new type; New PvP mode only rewards new type seal.
Additionally you could get seals for the GC you ended up in after the match. A blackmarked npc could trade flame/adder/mael seals for items. Each GC type seals should trade for different type items to encourage players to end up in different GCs.
Leves here cant be cheap. Lets say 3 leves pr match. Or even 10. This would prevent killing hunts, turn off those who really want to stick with their GC and keep GC restriction in tact.

I'm not so sure about adding Hunt rewards since they are totally unrelated, BUT I do like this as a potential implementation for the Mercenary / Sellsword option for GC-neutral match-ups that keeps coming up.
Also: you can edit your original post to add more past the limit.

It doesn't have to be seals; the point is to make the different modes more appealing while at the same time not removing GC restrictions (as SE wants), and not kill any other content. Hunts will not die because you are limited to leve allowances.
The ultimate idea here is to improve queues.
