719 gathering on my miner and the gathering chance of adamantite ore doesn't go past 95%. Some of the blue scrip items(culprite for example) don't past 96%. Is there a gathering cap or do I just need a ton of gathering to get a 1% increase?

yea, 95% is cap without any abilities for the high end stuff. it was also cap in 2.x
the level of the item being gathered is what determines that % rate though, im guessing that item you got 96% on is level 59 (its 1% more for each level below you , till obviously 100%) all items same level is 95% though
