Missing Textures, DX9

Hello!

First off, a huge thank you for always keeping this game well-maintained! In the year I've played FFXIV, this is the first ever bug I've had to report. As a software developer, I can appreciate how much effort you guys put into getting these things sorted out.

Short Description of Issue: Various textures disappearing randomly, with some persistence.

Time: 0500~0600 EST, 11/22/2015, but also twice in the afternoon (not sure when exactly) 11/21/2015.

Specs/Settings:
AMD Radeon R9 390;
Maximum graphics settings;
2560x1440;
Borderless Windowed;
Frame rate limit: 60fps

Extended Description of Issue:
After returning from completion of Dusk Vigil to Lower Limsa Lominsa, I teleported using the Aethernet to the Aftcastle, and immediately noticed that many textures were missing (see screenshots). All functions (talking to NPCs, using inventory, etc.) still worked fine, but textures were simply gone.
I then switched to various gear sets, and occasionally would end up with my body gear texture missing (see screenshots). Switching around some more randomly (about 2~3 times per second) would occasionally cause different body gear to disappear. For example, I could switch from BLM (body texture exists) > SMN > WHM > SCH > BLM (body texture missing) > SMN > WHM > BLM (body texture exists) > SMN (body texture missing) > BLM (body texture missing).
I attempted to figure out and reproduce a pattern based on the order in which I switched gear sets, but I could not find a reliable way to reproduce this. I also tried keeping a consistent camera angle, tried switching around while walking vs standing, but none of those seemed to influence the rate at which body gear textures would disappear. Simply switching gear sets quickly many times would eventually result in body textures missing. This occurs for any class, regardless of DoM, or DoW. Moreover, if the body gear texture disappears, it persists across zones. I teleported to North Shroud, Central Thanalan, and East La Noscea while my BLM body texture was missing, and the texture remained missing across zones. Equipping different gear (not changing gear sets) seems to cause the body texture to reappear.
Beyond persistence of missing textures in gear sets, missing environment textures seemed to mostly persist. For example, Aftcastle (first noticed missing texture of Maelstrom headquarters and background landscape of Middle La Noscea) > North Shroud > Lower Limsa Lominsa > Aftcastle (Maelstrom headquarters textures still missing) > Central Thanalan > Lower Limsa Lominsa > Aftcastle (some Maelstrom headquarters textures exist, landscape textures still missing) > East La Noscea > Lower Limsa Lominsa > Aftcastle (Maelstrom headquarters textures missing).
I also had an S rank hunt not render at all (Brontes), but I could see all his attacks. Additionally, mounts would disappear too (I tried Magitek Armor, Midgardsormr, Behemoth, but my Chocobo would occasionally disappear too, leaving just its armor).
This also occurred to me twice yesterday, the first time it resulted in a crash when I tried to take a screenshot, and the second time I just restarted the game. The first time it happened, I noticed it in Coerthas Western Highlands, the second time, I noticed the missing textures in South Shroud.
These missing textures also result in a lowered framerate, despite my PC handling the same situations perfectly smoothly when textures are not missing.

In all cases (this particular time frame I'm reporting and the two other times it happened before), what I was doing prior to the textures disappearing doesn't seem to necessarily correlate. The first time, I believe I was running around finishing up daily rank 3 Centurio hunts and side quests in the Churning Mists; after which I teleported to Coerthas Western Highlands to accept and complete the level 60 PLD quest, and noticed the missing textures part-way through moving around (Magitek Armor mount disappeared). The second time, I believe I had just come back from some dungeon into Limsa Lominsa, then teleported to South Shroud for a hunt, where I noticed my Magitek Armor mount and chocobo had disappeared.

Something may be up on the AMD side...been reports of issues with their last couple generations of cards for some time now specifically in the scope of DX9.

Just to rule it out, might want to check your clocks against reference design, verify your power supply is sufficient for your hardware configuration, and lastly may be worth a clean remove/install of drivers.

They may still have some active threads at the AMD forums about the DX9 issues---perhaps there is a driver version posted there that will help.

Download and install the game on different section of your hard drive and try the game from there without deleting this one, make sure you open the game boot from the new install and not from your current shortcut which leads to the old install, it might be a long process but it's a good one to check it it's from the game corrupted files or something wrong with your hardware/software side.

just do it while exploring other solutions.
