I have heard from others that you can begin gathering as low as 55.
Some of the gathetable items can be got that low... all nodes have normally hidden items on them... I'd recommend being 60 for anything of use though.
Like all nodes, you need to be within 5 levels of them to be able to gather from them. So yes, you can do it at 55. But your gathering rate will be low.
