Steps:
1.Open Housing Menu
2.Estate Settings
3.Private Estate
4.Shared Estate Settings
5.Click New Tenant
6.Only one person name shown, but can select names that aren't shown, when clicking on any tenant, it causes the game to crash.

There is a work-around: click the button for the sorting options, sort the list in any way and it'll straighten up until you close the window
