Retainer still unaccessable!

Ever since Patch 3.1. my additional Retainer has been shown as "Contract suspended". I purchased him on Oct 23rd for one month.
The hotfix didnt help the situation.
I tried everything and am not sure it a fault on my end. What do I need to do.
