Block rates on shields wrong and Not parrying with shield equipped

Block rate on my Kite Shield +1 lists 94, which i Assume is % since that is what a rate would be. With Self-Preservation, it should be increased by 5% making it 99%. However, While fighting the pugilist, lancer, or any melee class monster, blocks rarely occur, if at all ever. It leaves me to believe that the block rate listed on a shield is totally incorrect, or the mechanic is not functioning properly.
While fighting monsters of much lower rank, there are considerably more misses involved, however, when i do take a hit, it is often not a block. This leaves me to believe that an enemies level does not have a major impact on reducing your block rate.
Also, parry's never occur while a shield is equipped in the off hand slot. And there is also no parry stat to show how much parry rate a character has.
