Since the update to 3.1 my chat bubble for dialog has appeared in the upper left of my screen, and im not sure how to fix it, ive tried changing video settings, hud settings, resetting hud, and even switching screens.

From memory that balloon is actually only moveable when it is visible, so next time is appears recommend just trying to click+hold and drag it around the screen to where you want it.
