Shared Estate: Tenant cannot teleport - "You were unable to leave the area"

Steps to Reproduce:
1. Added my friend, Asteria Terzi, to be a tenant so I can share my estate.
2. He has access to all the housing rights that I assigned her, however, he cannot teleport to the house because it will always give the message "You were unable to leave the area" regardless of where he is teleporting from.
3. We have tried removing him as a tenant and reassigning him, did not work.
4. We have tried logging out and rebooting, did not work.
5. We have tried having deleting the aetheryte and placing a new one as an outdoor furnishing, no change.
Note:
There are three tenants. The other two tenants, Gael Deimos and Tug Boat, can teleport fine to the location. The third tenant as reported above, cannot.
Asteria Terzi has completed the residence teleport quest fro the Goblet, that shouldn't be an issue since he can teleport from Ul'Dah to the residence district.
