The finish time is 1am PST, doubt someone going to take the time to figure out for each country cause most do it themselves for their time zone.

Pretty much middle of the night for NA players. 09:00 GMT, and our time zones basically range 4-8 hours behind that. So for most of us with "normal" hours, either when we get up Tuesday morning or when we come home from school/work we should have access. The ones who get the early-bird shot will be NA night owls and guys between the European and Australian time zones.
