Doesn't he only say that in MGS4? Though I think Liquid says something along the same lines in MGS1 ("As long as there are men, there will be war" or some such. Einstein said something similar I think, so "War, war never changes" might also be a quote).

Also I believe his (and Big Boss') most iconic saying is "Kept you waitin', huh?" :P
