I'm curious, because at this point people are going to have more then 1 job, and their trying to get them geared as soon as possible, but that's hard to do because weekly is in the way. Unless your doing AS.

I believe so, yes. Otherwise the Void Ark gear would be dated before even launching, now, should the VA have a weekly cap? I don't believe so. It would be a great way to gear alts.
We're going to have i190 uncap. 200 and 210 still on weekly restrictions. But then the wildcard, exploratory missions we're told can reward gear up to 210. Does that have restrictions?
Either it's a rare occurrence to get gear of the highest item level from exploration, or there's a looting restriction I don't know about. I'm not sure until the patch next week.
iirc, it was mentioned in one of the recent live letters that the only "restriction" is the 120min cooldown to go back in once you've entered, but the gear itself won't have a lockout as the 210 items will be rare and you need really good luck (prey to RNGesus) to get it.
The exploratory missions will be aetherial(pink) gear. Yes, it will be i210 but I absolutely don't see it replacing your Alex gear.
Sure it'll most likely be better than upgraded law gear and 'maybe' eso gear, but it's prime purpose is to provide a source of tier V materia and that's it
Also no I don't think eso should be uncapped. If they were we wouldn't have any tomestone on a weekly cap and that would be going completely against how the game has been designed since the beginning.
We need some form of tomestones on a weekly cap or else everyone will be full eso for all their jobs and thats not good for the game IMO. It's an mmo and a business, if there isn't a reason to play each week then why stay subbed?
I can't even be bothered to cap them as it stands.
