So, with the nee system, my house should br reclaimed in 45 days. I'm no longer active on the server on which I own a house, and woulf like to transfer.
Is it possible to expedite the process, and give up the plot early while still.getting your gil, amd items?

No, you just have to wait if you want your 80% reclaim. If you want to transfer now you just have to eat dirt and not get any gil back.
Personally I recommend waiting. -

Keep in mind the gil limitations when transferring. You'll need to buy items to resell on your new server.

Housing was never designed to be an investment, even with diminishing returns. SE designed it to take gil out of the economy. Many servers are flooded with excess gil now due to a lack of housing to pay out for and a lack of other gilsinks. The 80% return is really a courtesy in case someone is unable to play for an extended amount of time but plans on returning someday. Examples players gave were job changes and military service.
Good luck asking SE to expedite that courtesy.
Changing houses to another location though (even another server) would be a wonderful addition. Heck I'd sink more gil into maintaining my furnishings if I ever changed house locations. -
