Casting bar bugged
The casting bar often stops working properly and instead fills up instantly for all spells. Spells still take the right time to cast. This also affects the ability readiness timers.
Logging completely out and back in sometimes fixes this but not for long.
Problem tends to occur after visiting highly laggy city areas.

I have experienced this problem frequently also. I'll help filling out the information. Because the more people reporting, it will become easier to determine what's wrong and causing the problem.
Platform: Windows 7
ISP: TRUE (Thailand)
Type of Internet Connection: Cable
Internet Connection Speed: 30mbps
Date & Time: October 2011.
Frequency: 3 times during October, 2 were before the patch, one was yesterday (12 OCT 2011). Also, countless different instances before that.
Character Name: Aleczan Knighthill
Race: Miqo'te
World: Palamecia
Class/Skill Rank: So far had happened on ARC and LNC and CON, but the error persisted even after changing class.
Area and Coordinates: Can happen anywhere.
Party or Solo: Had happened on both settings.

In-Game Time: -
Steps:
1. Playing regularly on DoW or DoM.
2. Either been playing long time or changed class many times.
3. Suddenly the action bar where skill/ability shows recast time would become inaccurate.
- Seems like it takes away about 10 seconds of waiting, thus a skill that has 10 seconds cooldown would appear to be usable again immediately after executing, while in reality it still needs 10 seconds to recast.
- The action shortcut would be lit again (not dimmed) without coutdown timer, yet when trying to use the skill, error text would show up in chat window saying the skill cannot be performed now.
- If the skill has longer cooldown, for example, Dowse (FSH) that has 30 seconds recast would be seen (from immediately after using skill) as 21 seconds left for recast instead of 30.
4. If the skill used is a magic spell, the magic bar that should appear and fill up gradually while casting would pop up full from start, just like the topic starter described.
5. Usually I can fix the issue by quitting the game and then re-launch the game again. The problem usually didn't show up again after, but if it did return, it would be about at least an hour after I fixed the previous one. Otherwise, I would experience this only about once or twice a week.
6. No obvious sign of lag or connection problem when this occurred.
