Has there been any word on when Ishgard housing will be implemented and wether they are going to do the transfer system alongside it?

Um. They've hinted at it quite a few times that the Dragonsong War is far from over, and until then Ishgard is just not safe for accomodation. Ie. it's not gonna happen before we near the end of 3.x the earliest.
no, nothing new. have to wait to see how Reclamation and House Sharing plays out in 3.1 first.
They already said this will follow after Housing reclamation and "share" feature. New housing areas will arrive before "4.0" that's for sure though they didn't say if it will be Ishgard or more plots/zones on the older. Maybe we need to wait until 3.2 who knows.
