Having trouble unlocking Nin Job

Hello, I've returned to game after a very long break.

I have finished lvl 30 Rogue quest, and the level 15 Pugilist quest. Am I missing something? Any help appreciated.

I've completed the following rogue quests:
My First Daggers Lv.1
Stabbers in yer Fambles Lv.1
A Dainty Dilema Lv.5
Stray into the shadows Lv.10
Stifled Screams Lv.15
Slave to the code Lv.15
Gineers in the mist lv.20
Sweet Sorrows lv.25
Market for Death Lv.30
Cloying Victory Lv.30

I dont get a quest or any quest from Jacke, am I missing something, I've not bought expansion yet, didnt think I needed it just yet? Thanks any help appreciated.

Have you completed the Main Scenario quest "Sylph Management"?
The game requires you to progress the story that far to be able to unlock jobs.

The ninja quest giver is Oboro who is located by the ferry near Wineport, maybe try there? You also have to progress to a certain point in the main scenario

I have not finished Sylph Management, I will try that, only 2 quests away from it.
