Is -10% evasion the same as +10% accuracy, if so could we use that effectively?

The add effect of rain of death is -10% evasion to the target, is this basically the same as +10% accuracy to the party?

If it is, could this be used to increase raid damage? Fitting with bards support role.

If every 20 seconds you gave up a bloodletter for a Rain of death to keep that -10% evasion down up on the enemy then the party could drop acc gear for something better like crit or det or even a higher Ilvl piece with less acc on it, if you and the 7 other people in your party could lower their acc requirements in exchange for you giving up 50 potency every 20 seconds would this not be a large damage increase for the group overall?

I might be wrong but I think most bosses are immune to RoD's evasion down effect

*All these numbers are random I don't know the real way it works but here's how I believe RoD effects the hit rate*

If a mob has let's say 600 evasion, and that'd translate 1:1 into how muh accuracy you need to hit, so you'd need 600 accuracy to hit said mob.
If RoD reduces the evasion of the mob by 10% that'd mean you need 540 accuracy to hit it (600 evasion x 0.9 = 540 evasion. (60 accuracy can be dropped by everyone) Then there comes a new mob with evasion of 680. Apply RoD and you'd need 612 accuracy to hit it. (68 accuracy can be dropped by everyone)

but if it was party wide buff to give 10% accuracy bonus and you'd have that 600 mob, you'd need to have 546 accuracy to hit it (546x1.1 =600.6) which means you'd be able to drop only 54 points. And when you come across that 680 evasion mob you'd need 619 accuracy to hit it. ( you can drop your acc by 61 points)

Amount of how much you can drop acc would be always higher with mobs that have more evasion vs if it raised your accuracy. Also that'd only mean you can get more 2nd stats which possibly could get some small % gain but I doubt it vs the lost dps by bard. At work so not feeling like mating out 2nd stats dps increase.

Correct me if my math is wrong. Always hated % calculations

Well, sometimes the group don't, therefore, the BRD is helping. He is doing his job, just like a NIN does his job by using Trick Attack. Let me guess; NIN shouldn't use TA because the group should already be pushing high numbers?

Does nin sacrifice his personal dps for the benefit of the group by using TA?

now that RoD is on a shared CD with bloodletter, bards do not sacrifice that much of their dps than they would have back in 2.X.

Though one shouldn't replace every bloodletter by RoD, but it can help to maintain it at least a bit during healers's dps phase.
