Unable to start Ixali and Amalj'aa Beast Tribe Quests

Time: Whenever I try. Last attempt November 23, 2015. 12:40 CET
Frequency: All the time
World name: Odin
Character name: Bamse Polarn
NPC name: Scarlet and Swift
Monster name:
Class/Level: CJN/WHM 50
Party or solo: solo
In-game time:
Area and coordinates: New Gridania (x9,y11) and Ul'dah - Steps of Nald
Steps:
1. Switch to WHM 50.
2. Go to Scarlett to start the Ixali BTQs (A Bad Bladder).
3. She doesn't offer the mission at all, she only speaks about random things about Gridania.
4. Mission pre-requisites when looking at website state that the quest "In Pursuit of the Past" must've been completed to be eligible. I have this under my Completed section in the journal.
5. Go to Swift (Flame Commander) in U'ldah. Try to start Amalj'aa BTQ (Peace for Thanalan).
6. Same thing here, Swift doesn't present the quest at all.

I can't get around this, and I've cross referenced with a friend standing beside both Scarlet and Swift. He sees the quest "!", I don't. We both have "In Pursuit of the Past" completed.
