So am i the only one that's seeing other players delay when they move or fights delay 2-5 seconds before continuing?
When i first played this game i wasn't experiencing any of these problms..so whats changed?

Most likely congested transit/peering corridors between you and the data center. Would need to trace the route and such to your world service's IP or at least the lobby server to see any signs. More or less this is typically something your ISP would need to get their tier3 support team to investigate.
Some addresses to use are neolobby02.ffxiv.com (Aether), neolobby04.ffxiv.com (Primal), neolobby06.ffxiv.com (Chaos). The ones in Japan are the odd numbers 01, 03, and 05...but I never checked to see which is used for each group.
