I abandoned the final quest in the All Saint's Wake chain because I wanted to see what the alternative was to burning the broom and am unable to pick it up again, therefore unable to finish the event and obtain the mount.
EDIT: In the event anyone else experiences this, the quest can be re-obtained in hyrstmill.
