Fast Cast bug?

Since the patch I think fastcast is bugged. The bar fills up faster than a normal cast, but then hangs for the additional 20% before casting. I have tried dis-equipping then re-equipping. Restarting FFXIV. Changing jobs. No luck. A fellow caster noted the same issue.

To replicate, simply equip fastcast.
