Hmmm...I never even noticed that bugger. Will have to look into it when I get home. If it is possible, it may be nested in the hud /GUI options under character config.
I think it's only on one horizontal hotbar, so you could hide it in the HUD and use a different one. I'm not sure how pet hotbars work, but you can probably do the same thing.
The Hotbar lock is only visible to the right of the Hotbar 1.
