QoL: Hotbar Recast Time and Manual Buffs

Hello. I would like two minor changes that are related to the hotbar and the manual experience buffs.

The change I want for hotbars is to add numbers on top of the recast animation to show how much time is left numerically. This function is already in the game for skills and consumables when they are hovered over. The reason I want this implemented is to gauge when the action will be used again without hovering over the action.

For company manual experience buffs, I would like extra information on the buff icon showing how much extra experience a player has left to gain from the manual.
