May I ask why residents from Quebec are not eligible to enter this contest, even though the prizes are in game items and not real money, or real physical items worth more than 2000$ ?

Exactly, I see nothing keeping them from allowing Quebec residents to participate in there.
The link is alas old of 5 years now. the sad true is that even if they don't need to pay something for virtual rewards, they still need to fill up paperwork for these contest. So it's more a question of willpower than money. Honestly, it's a bit a shame to exclude hundreds of potential contestant only because they won't fill papers.
They don't have to register to the regie at all. No paperwork is required.
