Unable to type certain special characters after 1.19

After 1.19, I haven't been able to type the following special characters in game: ^ ¨ ~ ´ `
The characters ^ ¨ ~ are all on the same key, and ´ ` on another, so it's basically 2 keys on my keyboard that don't work in game anymore.

I'm not alone with this problem, as I have several friends who can't use the characters anymore either, though I've seen some people still use them.

Platform: Windows (7 Ultimate)
ISP: Sonera
Connection: ADSL
Connection Speed: 24Mbit/S
Date: Since the release of 1.19
Frequency: Always
Keyboard: Basic Microsoft keyboard (set on finnish language).

I have the same problem, at least with the ^ symbol. :/
