Yes, it applies to gear before the i80 and i150 syncs apply
This does, unfortunately, mean it functionally does not work for Seal Rock. The only morale gear that hits the item level requirement for it is already over the ilvl sync, so it'll get reduced down to 150 ilvl anyway.
Basically, the only morale gear that ever worked in Frontlines was the ilvl 70 stuff. And even then you might as well just grab higher ilvl gear unless the morale gear had specific secondary stats you wanted.
