Question about Flash enmity

Planning to lvl paladin for lols, but I was wondering about flash...

I know Flash enmity is effected by Weapon Damage, but is it also effcted by strength and determination?

Sorry if this has been answered before, couldn't find a definite answer for after 3.0.

Flash is 600 potency worth of hate, equal to a comboed Savage Blade... just without the damage, but in aoe.
Interestingly Flash is one of the very few (if only) abilities in the game that:
A. Cannot crit.
B. Always produces the same numerical value for a given set of stats (no 5% or 3% variance).

Which makes it one of the most useless things to PLD. Once you get your initial enmity from it you really want to reduce the use of it as much as possible.

I wouldn't call it useless since it's our main way of keeping arrgo in group pulls. It is however lack luster when compared to other aoe hate generating moves that the other two tank classes have.

One extra point to bear in mind - Flash isnt affected by Fight or Flight or things like Slashing Down debuff, so although it's exactly the same threat as a Comboed Savage Blade on all targets without taking these buffs/debuffs into account, in practise it'll do less.
