Steps:
Detailed steps on how the issue occurred.
1. Enter a new area and talk to the levemete giving out trial guildleves.
2. Receive trial guildleve - Leve Quests of [Area], which appears in Journal.
3. Open Journal and select Leve Quests of [Area] (for example, Leve Quests of Hawthorne).
4. "Initiate" button is missing.
5. Press "Map" button and get the error message "Unable to open map at this time".
6. Unable to do trial guildleve.

Since this error appeared, I have received new level quest of [area], but have the same problem. The leve quests of other areas which I have managed to complete seem to be working fine.

You don't initiate "Leves of [area]," you initiate the leve quest given at the same time.
