Some local leves impossible due to partially-implemented quantity recipe changes

The Guildleve card for Fertile Lies states that the objective is to create Growth Formula Beta x4, and you are given x6 sets of materials. However, after finishing a synthesis, the pop-up window and the text window indicate that the leve requires 16 bottles, and the leve recipe only outputs x1. After making 4 bottles, the quest should be complete according to the leve card, but the synthesis prompts do not indicate that the leve was successfully completed.

Exhausting the materials shows the leve as failed in the leve log, and the NPC will not accept the quest as completed. Completing the stated requirements without exhausting the supplies will also not complete the quest.

This problem also appears to affect Exposed to the Elements (Lv 15+ Weaver). The card gives 5 attempts to create x3 Undyed Cotton Cloth, but the rest of the leve indicates that x9 are required, and the leve recipe only outputs x1. It also affects "Hanging by a Thread" (requires x36 Cotton Yarn, given supplies to make 6 attempts).
