It's a reference to you channeling Bahamut; your artifact outfit ties you back to the dragons and thus Bahamut.
That's pretty much it, though. No real explanation beyond that.
Unless I missed something Lore wise, I believe it is just an homage to Final Fantasy IX's Eiko Carol?
I personally love the design ^^; It's probably my favorite thing about our AF! Especially our angel wings this time around!
No mentions why it wasdesigned that way, but people speculated that it was to emulate dragons wings, specifically Ultima Weapon

At the E3 2015 Gamer Escape interview with Koji (Fernehalwes), we asked if the fact that both Allag and Garlemald liked to add dragon "flair" to their attire implied any sort of connection (it doesn't), and he told us that dragons are simply a popular "regal beast" to apply to, for instance, sigils of houses and such. Garlemald is also out to emulate Allag, and thus emulates their aesthetic at times, as well, but I digress.
In the case of the Allagans, I believe it might go a little bit further than that. Their culture's technology conquered the immensely powerful primal shade of an immensely powerful dragon (which they also killed) and relegated it to basically being an imprisoned biological transistor. They conquered and enslaved the most powerful of regal beasts, and I think that, as their civilization approached the Fourth Calamity, the subtle dragon motifs became slightly more popular because of it (see: Coil gear), including but not limited to on their summoners (which, incidentally, would be persecuted into non-existence before the Calamity even hit). You'll notice that the AF1 SMN head has a similar number of horns in a similar organization as Bahamut's horns and "crown," for instance.Quote:

Wings, and also, perhaps I'm crazy, but isn't she wearing the Summoner AF2 robe?
I'm pretty sure the Caller's gear is based on Bismarck. Considering the fact that it has the same horn and the same colours.
The head on the Almandal also looks a bit like Ultima. I think they're trying to mimic an angel though, because an Amandal is supposed to be a tool used in the summoning of angels.
