Unable to move Action to Hotbar

Issue:
Just took the quest to become a Ninja, equipped the soul, action bars changed over. It automatically added all action to the bars, I moved them all off to arrange it to my preference. Was able to move all actions to my hotbar from the Action & Traits page, with the exception of 'Fuma Shuriken'. I am not able to move it, nor does it show the level learnt like everything else. It is not greyed out and I am still able to hover over it a read the tooltip.
